The Standing Committee on Natural Resources met at 3:30 p.m. this day, in Room 371, West Block, the Chair, Lee Richardson, presiding.

 

Members of the Committee present: Mike Allen, Catherine Bell, Hon. Roy Cullen, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Christian Paradis, Lee Richardson, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

Acting Members present: Hon. Robert Thibault for Todd Norman Russell.

 

Associate Members present: Dennis Bevington.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Alan Tonks moved, — That the proposed operational budget, for the study on The Oil Sands, in the amount of $38 800, for the period of October 16 to December 31, 2006 be adopted.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to.

 

Roy Cullen moved, — That the Committee recognizes that the Conservative Government and the Minister of Natural Resources ignored the advice of departmental officials who recommended the continuance and renewal of the EnerGuide for Houses and EnerGuide for Low Income Houses programs. For political reasons this Government, and this Minister have terminated this effective and efficient program. The Committee, in the interest of sound public policy, and for the benefit of all Canadians, calls upon the Minister of Natural Resources to immediately re-instate these programs.

 

The Chair ruled the proposed motion inadmissible.

 

Roy Cullen moved, — That the proposed budget in the amount of $ 24 412, for the Committee’s travel to Calgary and Fort McMurray on November 19 and 20, 2006, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee; and that the Clerk be authorized to modify the total amount to provide for the participation of Dennis Bevington and for the helicopter tour of The Oil Sands.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 1.

 

At 4:51 p.m., the Committee adjourned to the call of the Chair.
