PROC Committee Report

Pursuant to its mandate under Standing Order 108(3)(a)iii), the Committee has considered the Standing Orders.

Conformément au mandat que lui confère le sous-alinéa 108(3)a)iii), le Comité a étudié le Règlement de la Chambre des communes.

This Committee recommends that the Standing Orders be amended as follows:

That the House of Commons Standing Orders be amended by adding the following after Standing Order 31:

Que le Règlement de la Chambre des communes soit modifié par adjonction à l’article 31 du Règlement, comme suit :

31.1(1) Only once a week, pursuant to Standing Order 31, the Speaker may recognize one of the independent Members.

31.1 (1) Une fois par semaine, conformément à l'article 31 du Règlement, le Président peut accorder la parole à l’un des députés indépendants.

(2) For the purposes of this Standing Order, members of political parties not officially recognized in the House are not considered independent Members.

(2) Pour les fins d'application du présent article, les députés représentant un parti politique qui n'est pas officiellement reconnu à la Chambre ne sont pas considérés comme des députés indépendants.

That the House of Commons Standing Orders be amended by adding the following after Standing Order 37(1):

Que le Règlement de la Chambre des communes soit modifié par adjonction à l’article 37(1) du Règlement, comme suit :
