The Standing Committee on Procedure and House Affairs met by videoconference at 11:05 a.m. this day, in Room 253-D, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Marlene Jennings, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Paul Dewar for Yvon Godin and Louis Plamondon for Michel Guimond.

 

In attendance: Library of Parliament: James Robertson, Principal; Sebastian Spano, Analyst.

 

Witnesses: As individuals: Prof. Andrew Heard, Associate Professor, Political Science Department, Simon Fraser University; Prof. Louis Massicotte, Associate Professor, Department of Political Science, University of Montreal, Visiting professor in Democracy and Elections, American University; Prof. Henry Milner, Visiting Professor, Department of Political Science, Umea University.

 
Pursuant to the Order of Reference of Tuesday, September 19, 2006, the Committee resumed consideration of Bill C-16, An Act to amend the Canada Elections Act.
 

The witnesses made statements and answered questions.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee commenced its review of the Standing Orders of the House of Commons.
 

Karen Redman moved, — That this Committee recommends that the Standing Orders in effect on October 5, 2006, including the provisional Standing Orders, be made permanent, and,

That the adoption of this motion be reported to the House forthwith.

Debate arose thereon.

 

On motion of Marcel Proulx, it was agreed, — That the debate be now adjourned.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 1:21 p.m., the Committee adjourned to the call of the Chair.
