The Standing Committee on Public Accounts met in a televised session at 3:27 p.m. this day, in Room 253-D, Centre Block, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Brian Fitzpatrick, Jean-Yves Laforest, Mike Lake, Marcel Lussier, Hon. Shawn Murphy, Pierre Poilievre, Pablo Rodriguez, Hon. Judy Sgro, David Sweet, John Williams and Borys Wrzesnewskyj.

 

Associate Members present: Laurie Hawn.

 

Other Members present: Hon. Sue Barnes.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Alex Smith, Analyst. House of Commons: Gregory Tardi, Senior Parliamentary Counsel (Legal).

 

Witnesses: As individuals: Giuliano Zaccardelli, Former Commissioner, Royal Canadian Mounted Police; Jim Ewanovich; Dominic Crupi; Ron Lewis, Staff Sergeant (Retired), Royal Canadian Mounted Police. Royal Canadian Mounted Police: Fraser Macaulay, Chief Superintendent.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 9, Pension and Insurance Administration - Royal Canadian Mounted Police of the November 2006 Report of the Auditor General of Canada.
 

The witnesses were sworned in.

 

Giuliano Zaccardelli made an opening statement and answered questions.

 

Jim Ewanovich made an opening statement and answered questions.

 

Dominic Crupi made an opening statement and answered questions.

 

Ron Lewis and Fraser Macaulay answered questions.

 

At 4:33 p.m., Brian Fitzpatrick took the Chair.

At 4:36 p.m., Shawn Murphy resumed on the Chair.

 

On motion of Pierre Poilievre, it was agreed, — That the sitting be extended until 6:30 p.m.

 

On motion of John Williams, it was agreed, — That the proposed budget in the amount of $5 000.00, for the study on the Review of the Roles and Responsibilities of the Treasury Board Secretariat, be adopted.

 

On motion of John Williams, it was agreed, — That the proposed budget in the amount of $10,700.00, for the study on Chapter 9, Pension and Insurance Administration – RCMP of the November 2006 Report of the Auditor General of Canada, be adopted.

 

David Christopherson moved, — That the Standing Committee on Public Accounts write to the Minister of Public Safety requesting that the RCMP Pension Plan Funds Investigation be made a full public commission of inquires under the Inquires Act.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: David Christopherson, Jean-Yves Laforest, Marcel Lussier, Pablo Rodriguez, Judy Sgro, Borys Wrzesnewskyj — 6; NAYS: — 0.

 

ABSTENTION: Brian Fitzpatrick, Mike Lake, Pierre Poilievre, David Sweet, John Williams — 5.

 

At 5:27 p.m., the sitting was suspended.

At 5:32 p.m., the sitting resumed.

 
The Committee continued consideration of Chapter 9, Pension and Insurance Administration - Royal Canadian Mounted Police of the November 2006 Report of the Auditor General of Canada.
 

At 6:36 p.m., the Committee adjourned to the call of the Chair.
