The Standing Committee on Government Operations and Estimates met at 3:33 p.m. this day, in Room 209, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Diane Bourgeois, Daryl Kramp, Hon. Diane Marleau, James Moore, Richard Nadeau, Peggy Nash, Pierre Poilievre, Hon. Raymond Simard, Hon. Garth Turner and Chris Warkentin.

 

Acting Members present: Glen Douglas Pearson for Raymond Bonin.

 

In attendance: Library of Parliament: Guy Beaumier, Analyst.

 

Witnesses: York University: James McKellar, Professor of Real Property, Academic Director, Real Property Program, Schulich School of Business.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 27, 2007, the Committee resumed its study of the federal government real estate and heritage buildings.
 

James McKellar made a statement and answered questions.

 

At 4:56 p.m., the sitting was suspended.

At 4:57 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

 

Subcommittee on Agenda and Procedure of the Standing Committee on Government Operations and Estimates has the honour to present its THIRD REPORT

Your Subcommittee met on Monday, April 30, 2007, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study on issues related to Compensation (Pay and Benefits) throughout the Public Service;

2. That witnesses from BMO Bank of Montreal and RBC Royal Bank be invited to appear before the Committee in relation to its study on federal government real estate and heritage buildings;

3. That the Committee hold a briefing session on the impact of government procurement on Canadian jobs;

4. That the Committee study the Report on Plans and Priorities 2007-2008, of the Department of Public Works and Government Services.

After debate, the motion was agreed to.

 

At 5:44 p.m., the Committee resumed sitting in public.

 

Garth Turner moved, — That the Committee recall the Minister of Public Works and Government Services to present information to Committee members, no later than the end of May, this information to include, but not be limited to:

1. The anticipated sale price(s) of buildings;

2. The expected terms of the proposed leases;

3. The expected base and additional rents;

4. All commissions, fees, levies and payments associated with the sale and lease back;

5. The anticipated buy-back terms; and

6. All attendant costs of the sale and lease, including all legal fees and payments, and recipients.

 

After debate, the question was put on the motion and it was agreed to.

 

At 5:50 p.m., the Committee adjourned to the call of the Chair.
