The Standing Committee on Government Operations and Estimates met in a televised session at 11:11 a.m. this day, in Room 237-C, Centre Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Omar Alghabra, Hon. Navdeep Bains, Raymond Bonin, Daryl Kramp, Hon. Diane Marleau, James Moore, Richard Nadeau, Peggy Nash, Louise Thibault, Mike Wallace and Chris Warkentin.

 

Acting Members present: David Tilson for James Moore.

 

In attendance: Library of Parliament: Guy Beaumier, Analyst; Philippe Le Goff, Analyst.

 

Appearing: Hon. John Baird, President of the Treasury Board.

 

Witnesses: Treasury Board of Canada Secretariat: David Moloney, Senior Assistant Secretary, Expenditure Management Sector; Wayne G. Wouters, Secretary.

 
Pursuant to Standing Order 108(3)c) and the motion adopted by the Committee on October 5, 2006, the Committee commenced its study of budget cuts announced by the Treasury Board on September 25, 2006.
 

Hon. John Baird made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Daryl Kramp moved, — That the Standing Committee on Government Operations and Estimates hold hearings into the matter of “phantom positions” within the public service, as raised by the Public Service Commission in its 2005-2006 annual report;

That the Committee call witnesses to testify on the matter; and

That the Committee issue and table a report in the House of Commons, based on its findings .

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

At 1:06 p.m., the Committee adjourned to the call of the Chair.
