The Standing Committee on Finance met in a televised session at 11:02 a.m. this day, in Room 237-C, Centre Block, the Chair, Brian Pallister, presiding.

 

Members of the Committee present: Diane Ablonczy, Paul Crête, Dean Del Mastro, Rick Dykstra, Hon. John McCallum, Hon. John McKay, Massimo Pacetti, Brian Pallister, Thierry St-Cyr, Hon. Robert Thibault, Mike Wallace and Judy Wasylycia-Leis.

 

Acting Members present: Sukh Dhaliwal for Hon. John McKay.

 

In attendance: Library of Parliament: June Dewetering, Principal Analyst; Alexandre Laurin, Analyst.

 

Witnesses: Canada Revenue Agency: Brian McCauley, Acting Assistant Commissioner, Legislative Policy and Regulatory Affairs Branch; John Kowalski, Acting Assistant Commissioner, Compliance Programs Branch; Wayne Adams, Director General, Income Tax Rulings Directorate, Legislative Policy and Regulatory Affairs Branch; Fred O'Riordan, Director General, International and Large Business Directorate, Compliance Programs Branch.

 
Pursuant to Standing Order 108(2), the Committee commenced its briefing on tax havens and tax avoidance.
 

The witnesses made statements and answered questions.

 

At 12:45 p.m., the Committee proceeded to matters related to Committee business.

 

On motion of Massimo Pacetti, it was agreed, — That the Standing Committee on Finance host a luncheon with a Senior Parliamentary Delegation from Pakistan in Ottawa accompanied by the Deputy Speaker of the National Assembly Sardar Muhammad Yaqoob on Wednesday, May 16, 2007.

 

Judy Wasylycia-Leis moved, — That the Standing Committee on Finance formally request Canada’s chartered banks to provide it with specific information clearly outlining the costs incurred and fees charged on a per transaction basis for automated banking machine transfers. This information should include all types of transfers – internal bank transactions and those involving ATMs owned by other institutions. That the Committee request this information be provided by May 31st 2007, that the results be considered by the Committee at the earliest opportunity thereafter in the context of its study of ATM fees, and that the Committee make recommendations to the Minister of Finance for appropriate action with respect to the application of these fees.

 

Thierry St-Cyr moved, — That the motion be amended by replacing the words “That the Committee request this information be provided by May 31st 2007, that the results be considered by the Committee at the earliest opportunity thereafter in the context of its study of ATM fees, and that the Committee make recommendations to the Minister of Finance for appropriate action with respect to the application of these fees.” with the words, “That the Committee request that this information be sent confidentially to the Commissioner of Competition by September 1, 2007, and that the Commissioner of Competition provide the Committee with aggregated cumulative data for the industry.”.

 

The question was put on the amendment of Thierry St-Cyr and it was negatived on the following recorded division: YEAS: Paul Crête, Massimo Pacetti, Thierry St-Cyr — 3; NAYS: Diane Ablonczy, Dean Del Mastro, Sukh Dhaliwal, Rick Dykstra, John McCallum, Robert Thibault, Mike Wallace, Judy Wasylycia-Leis — 8.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Sukh Dhaliwal, Massimo Pacetti, Judy Wasylycia-Leis — 3; NAYS: Diane Ablonczy, Paul Crête, Dean Del Mastro, Rick Dykstra, John McKay, Thierry St-Cyr, Robert Thibault, Mike Wallace — 8.
