The Standing Committee on the Status of Women met at 9:06 a.m. this day, in Room 701, La Promenade Building, the Chair, Judy Sgro, presiding.

 

Members of the Committee present: Diane Bourgeois, Patricia Davidson, Nina Grewal, Irene Mathyssen, Hon. Maria Minna, Maria Mourani, Hon. Judy Sgro, Joy Smith and Bruce Stanton.

 

Acting Members present: Bob Mills for Helena Guergis, Yasmin Ratansi for Hon. Anita Neville and Blair Wilson for Hon. Irwin Cotler.

 

In attendance: Library of Parliament: Julie Cool, Analyst; Lyne Casavant, Analyst. House of Commons: Louise M. Thibault, Procedural Clerk.

 

Witnesses: Status of Women Canada: Florence Ievers, Coordinator; Jackie Claxton, Director General, Women's Programs and Regional Operations; Hélène Dwyer-Renaud, Director, Gender-Based Analysis and Accountability Directorate and Research Directorate; Nanci-Jean Waugh, Director General, Governance and Communications Directorate; Zeynep Karman, Director, Research Directorate.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on Women's issues.
 

Florence Ievers made a statement and, with the other witnesses, answered questions.

 

At 10:33 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Maria Mourani moved, — That the Committee prepare and present to the House, before June 23, 2006, a report recommending that the government draft, before October 31, 2006, or any other date the Committee deems advisable, a report on pay equity.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Diane Bourgeois, Irene Mathyssen, Maria Minna, Maria Mourani, Yasmin Ratansi, Blair Wilson — 6; NAYS: Patricia Davidson, Nina Grewal, Bob Mills, Joy Smith, Bruce Stanton — 5.

 

On motion of Patricia Davidson, it was agreed, — That the motion concerning reduced quorum adopted by the Committee on May 11, 2006, be amended to read as follows:

That the Chair be authorized to hold meetings to receive and publish evidence when a quorum is not present provided that at least 3 members are present, including a member of the opposition and a member of the government party.

 

On motion of Maria Mourani, it was agreed, — That the French version of the motion concerning the presence of Committee Members' Staff at in camera meetings adopted by the Committee on May 11, 2006, be amended to read as follows:

That, unless otherwise ordered, each Committee member be allowed to have one staff person present at in camera meetings.

 

On motion of Maria Minna, it was agreed, — That the proposed budget for the study on violence against women in the amount of $32,000, for the period of May 29, 2006 to December 29, 2006, be adopted.

 

On motion of Joy Smith, it was agreed, — That the proposed budget for the study on matrimonial property rights of Aboriginal women in the amount of $34,400, for the period of May 29, 2006, to December 29, 2006, be adopted.

 

On motion of Yasmin Ratansi, it was agreed, — That the proposed budget for the study on economic security for women in the amount of $32,000, for the period of May 29, 2006 to December 29, 2006, be adopted.

 

At 11:00 a.m., the Committee adjourned to the call of the Chair.
