The Standing Committee on the Status of Women met by videoconference at 3:31 p.m. this day, in Room 308, West Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Patricia Davidson, Nicole Demers, Johanne Deschamps, Nina Grewal, Hon. Helena Guergis, Irene Mathyssen, Hon. Maria Minna, Hon. Anita Neville, Yasmin Ratansi, Joy Smith and Bruce Stanton.

 

Acting Members present: Jean-Claude D'Amours for Hon. Belinda Stronach and Tina Keeper for Hon. Anita Neville.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Marlisa Tiedemann, Analyst.

 

Witnesses: University College of the Fraser Valley: Yvon Dandurand, Senior Associate, International Centre for Criminal Law Reform and Criminal Justice Policy. As an individual: Gunilla Ekberg, Expert on trafficking in human beings. The Future Group: Benjamin Perrin, Advisor to the Board. Swedish National Police: Kajsa Wahlberg, Rapporteur, National Criminal Intelligence Service.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 21st, 2006, the Committee resumed its study of human trafficking.
 

The witnesses made statements and answered questions.

 

At 4:59 p.m., the sitting was suspended.

At 5:01 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 5:07 p.m., the sitting was suspended.

At 5:07 p.m., the sitting resumed in public.

 

Joy Smith moved, — That the Standing House of Commons Committee on the Status of Women consider prostitution as the sexual exploitation of human beings, mainly women, that results from, and promotes, relationships of inequality and violence between men and women in our society;

That the Committee therefore recommend to the government and to the House that they take this opinion of the Committee’s into consideration in all approaches to amending the provisions of the Criminal Code regarding prostitution-related activities;

That the Committee therefore recommend to the government that it take this opinion of the Committee’s into consideration in orienting the work of Status of Women Canada and the various other Canadian government agencies;

That the adoption of this motion be reported to the House.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Patricia Davidson, Nina Grewal, Helena Guergis, Joy Smith, Bruce Stanton — 5; NAYS: Jean-Claude D'Amours, Nicole Demers, Johanne Deschamps, Irene Mathyssen, Maria Minna, Anita Neville — 6.
