The Standing Committee on Foreign Affairs and International Development met at 9:04 a.m. this day, in Room 269, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Vivian Barbot, Bill Casey, Hon. Ujjal Dosanjh, Hon. Albina Guarnieri, Wajid Khan, Francine Lalonde, Alexa McDonough, Deepak Obhrai, Bernard Patry, Kevin Sorenson and Hon. Bryon Wilfert.

 

Acting Members present: Dean Allison for Peter Goldring and Tom Lukiwski for Peter Goldring.

 

Associate Members present: Hon. Mark Eyking.

 

In attendance: Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 

Witnesses: Canadian Bar Association: William H. Goodridge, Member, International Development Committee; John D.V. Hoyles, Chief Executive Officer; Robin L. Sully, Director, International Development. As individuals: John Williams, Chair, Global Organization of Parliamentarians Against Corruption (GOPAC); Martin Ulrich, Executive Secretary, Global Organization of Parliamentarians Against Corruption (GOPAC); Kevin Deveaux, Member of the Legislative Assembly of Nova Scotia.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed its study on Democratic Development.
 

William H. Goodridge made a statement and, with the other witnesses, answered questions.

 

At 9:59 a.m., the sitting was suspended.

At 10:03 a.m., the sitting resumed.

 

Mr. Kevin Deveaux and Mr. John Williams made statements and answered questions.

 

At 10:48 a.m., the sitting was suspended.

At 10:49 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Francine Lalonde, it was agreed, — That, members of the Standing Committee on Foreign Affairs and International Development be authorized to attend a conference entitled: “A Dialogue on Canada’s Approach to Democratic Development”, in Ottawa, on February 15, 2007, and that the necessary staff do accompany the Committee.

 

Albina Guarnieri moved, — That the Standing Committee on Foreign Affairs and International Development invite Mr Wajid Khan, the Member for Mississauga-Streetsville, and Special Advisor to the Prime Minister for Middle Eastern and South Asian Affairs, to appear before the committee in order to present and discuss his report, or reports, presented to the Prime Minister with respect to the Middle East, and expose his observations and conclusions.

Debate arose thereon.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

At 11:05 a.m., the Committee adjourned to the call of the Chair.
