The Standing Committee on Foreign Affairs and International Development met at 3:46 p.m. this day, in Room 701, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Diane Bourgeois, Bill Casey, Peter Goldring, Hon. Keith Martin, Alexa McDonough, Deepak Obhrai, Kevin Sorenson and Hon. Bryon Wilfert.

 

Acting Members present: Rodger Cuzner for Hon. Bryon Wilfert, Ken Epp for Hon. Peter Van Loan, Hon. Mark Eyking for Hon. Albina Guarnieri, Hon. John McKay for Bernard Patry, Hon. Geoff Regan for Hon. Albina Guarnieri and Caroline St-Hilaire for Francine Lalonde.

 

In attendance: Library of Parliament: James Lee, Analyst; Allison Goody, Analyst. House of Commons: Mike MacPherson, Legislative Clerk; Joann Garbig, Legislative Clerk.

 
Pursuant to the Order of Reference of Wednesday, September 20, 2006, the Committee resumed consideration of Bill C-293, An Act respecting the provision of development assistance abroad.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

On Clause 2,

Alexa McDonough moved, — That Bill C-293, in Clause 2, be amended

(a) by replacing lines 9 and 10 on page 1 with the following:

“reduction and in a manner that is consistent with Canadian values, Canadian foreign policy and sustainable development and that promotes”

(b) by deleting lines 12 to 17 on page 1.

Debate arose thereon.

 

By unanimous consent, the amendment of Alexa McDonough was amended to read as follows:

That Bill C-293, in Clause 2, be amended

(a) by replacing lines 9 and 10 on page 1 with the following:

“reduction and in a manner that is consistent with Canadian values, Canadian foreign policy, sustainable development and democracy promotion and that promotes”

(b) by replacing lines 12 to 17 on page 1 with the following:

“(2) Canadian official development assistance abroad shall be defined exclusively with regard to these values.”

 

The question was put on the amendment of Alexa McDonough and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

Clause 2, as amended, carried.

 

By unanimous consent, Clause 3 was allowed to stand.

 

On Clause 4,

Diane Bourgeois moved, — That Bill C-293, in Clause 4, be amended by replacing line 23 on page 2 with the following:

“(a) takes into account the various factors underlying poverty, including health, education and equality;”

Debate arose thereon.

 

The question was put on the amendment of Diane Bourgeois and it was negatived, by a show of hands: YEAS: 2; NAYS: 6.

 
Alexa McDonough moved, — That Bill C-293, in Clause 4, be amended by replacing lines 26 and 27 on page 2 with the following:

“(c) is consistent with international human rights standards.”

 

After debate, the question was put on the amendment of Alexa McDonough and it was agreed to.

 
Diane Bourgeois moved, — That Bill C-293, in Clause 4, be amended by replacing line 29 on page 2 with the following:

“subsection (1), the competent minister shall”

Debate arose thereon.

 

Peter Goldring moved, — That the amendment be amended by adding after the words “minister shall” the following:

“consult with governments, international agencies and Canadian civil society organizations.”

 

The question was put on the subamendment of Peter Goldring and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question was put on the amendment of Diane Bourgeois, as amended, and it was agreed to.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
