The Standing Committee on Foreign Affairs and International Development met at 3:56 p.m. this day, in Room 269, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Diane Bourgeois, Peter Goldring, Hon. Albina Guarnieri, Francine Lalonde, Hon. Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry, Kevin Sorenson, Peter Van Loan and Hon. Bryon Wilfert.

 

Acting Members present: Steven Blaney for Bill Casey.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal.

 

Witnesses: Centre for International Studies and Cooperation: Pierre Racicot, Chair, Board of Directors; Michel Chaurette, Executive Director; Thérèse Bouchard, Director, Human Rights, Peace and Democracy Unit. OXFAM: Lina Holguin, Advocacy Officer, Oxfam Quebec. Oxfam Canada: Mark Fried, Communications and Advocacy Coordinator. Project Ploughshares: Ken Epps, Senior Program Associate. Amnesty International Canada: Hilary Homes, Campaigner, International Justice, Security and Human Rights.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing session on Small Arms.
 

The witnesses made statements and answered questions.

 

At 4:50 p.m., the sitting was suspended.

At 4:55 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed a study of Canada's role in complex international interventions that involve multiple foreign policy instruments focusing on Canada's efforts in Haiti.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Francine Lalonde, it was agreed, — That the Committee recommends that the government join the 45 countries in favour of the negotiation of an international treaty on arms trade and clearly indicate its support for the adoption of global transfer principles at the next United Nations Conference on small arms and light weapons, scheduled to open on June 26, 2006 in New York.

The Committee recommends that the government asks Canada’s representatives present at that same conference to take up the matter strongly with other countries on the considerable and negative impact the proliferation of small arms and light weapons has on the development of countries affected and on human rights.

 

At 6:02 p.m., the Committee adjourned to the call of the Chair.
