The Standing Committee on Access to Information, Privacy and Ethics met at 3:30 p.m. this day, in Room 371, West Block, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Sukh Dhaliwal, Jean-Yves Laforest, Carole Lavallée, Pat Martin, Hon. Jim Peterson, Bruce Stanton, David Tilson, Dave Van Kesteren, Mike Wallace, Tom Wappel and Paul Zed.

 

Acting Members present: Colin Carrie for Jason Kenney.

 

In attendance: Library of Parliament: Nancy Holmes, Analyst.

 

Witnesses: Federally Regulated Employers - Transportation and Communication (FETCO): Don V. Brazier, Executive Director. Edith Cody-Rice, Senior Legal Counsel, Privacy Coordinator. Barbara Mittleman, Director, Employee Relations, Canadian Pacific Railway Company. Canadian Marketing Association: John Gustavson, President and Chief Executive Officer; Wally Hill, Vice President, Public Affairs and Communications; Barbara Robins, Vice-President, Legal and Regulatory Affairs, Reader's Digest.

 
Pursuant to the Order of Reference of Tuesday, April 25 and section 29 of the Personal Information Protection and Electronic Documents Act, the Committee resumed the statutory review of the Act.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carole Lavallée moved, — That further to the appearances of the Minister of Justice, the Honourable Vic Toews, and the Information Commissioner, John Reid, before the Standing Committee on Access to Information, Privacy and Ethics; and further to the motion by the Committee recommending to the Government that it table in the House by December 15, 2006, a new, strengthened and updated Access to Information Act, which could be based on the work of the Information Commissioner; be it agreed:

- That the Chair of the Committee write to the Minister to remind him of the December 15 deadline and as of December 4, he will have only 10 working days left for unveiling this new bill;

- That in this letter signed by the Chair of the Committee, the Chair ask the Minister to inform the Committee what stage work on the bill has reached, either in writing or by appearing before the Committee.

Debate arose thereon.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
