The Standing Committee on Access to Information, Privacy and Ethics met at 3:31 p.m. this day, in Room 371, West Block, the Vice-Chair, David Tilson, presiding.

 

Members of the Committee present: Sukh Dhaliwal, Jason Kenney, Jean-Yves Laforest, Carole Lavallée, Pat Martin, Hon. Jim Peterson, Bruce Stanton, David Tilson, Dave Van Kesteren, Mike Wallace and Paul Zed.

 

Acting Members present: Paul Dewar for Pat Martin.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 

Witnesses: As an individual: Alasdair Roberts, Public Administration, Syracuse University. Department of Justice: Denis Kratchanov, Director / General Counsel, Information Law and Privacy Section. Privy Council Office: Dale Eisler, Assistant Secretary to the Cabinet, Office of the Assistant Secretary to the Cabinet (Communications and Consultations); Gregory Jack, Senior Analyst, Office of the Assistant Secretary to the Cabinet (Communication and Consultations.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 27th, 2006, the Committee resumed its study of the alleged disclosure of the names of Access to Information applicants.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Carole Lavallée moved, — That the Standing Committee on Access to Information, Privacy and Ethics ask that the Secretary of Treasury Board, Mr. Wayne Wouters, appear before it to explain the existence of an independent Internet server that allegedly stores Treasury Board Secretariat documents so as to shield them from the Access to Information Act.

Debate arose thereon.

 

After debate, it was agreed, — That further consideration of the motion be postponed for one week.

 

It was agreed, — That the Committee Staff prepare a draft report on the alleged disclosure of the names of Access to Information applicants.

 

At 4:59 p.m., the sitting was suspended.

At 5:04 p.m., the sitting resumed in camera.

 

It was agreed, — That a meeting be held on a proposed new process for funding of Officers of Parliament.

 

It was agreed, — That meetings be held on the Main Estimates 2006-07 of the Offices of the Information, Privacy and Ethics Commissioners.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
