Thursday, November 23, 2006

The Standing Committee on Environment and Sustainable Development met at 9:19 a.m. this day, in Room 209, West Block, the Vice-Chair, Mario Silva, presiding.

Members of the Committee present: Blaine Calkins, Nathan Cullen, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Pablo Rodriguez, Francis Scarpaleggia, Mario Silva, Maurice Vellacott and Mark Warawa.

Acting Members present: Christian Ouellet for Bernard Bigras and Jeff Watson for Bob Mills.

In attendance: Library of Parliament: Tim Williams, Analyst . House of Commons: Justin Vaive, Procedural Clerk.

Witnesses: Montreal Exchange: Luc Bertrand, President and Chief Executive Officer. Canadian Manufacturers & Exporters: Jayson Myers, Senior Vice-President and Chief Economist, National office; Nancy Coulas, Director, Environmental Policy. International Emissions Trading Association: Andrei Marcu, President. International Institute for Sustainable Development: John Drexhage, Director, Climate Change and Energy. Agcert Canada: Len Eddy, President.

Pursuant to the Order of Reference of Wednesday, October 4, 2006, the Committee resumed consideration of Bill C-288, An Act to ensure Canada meets its global climate change obligations under the Kyoto Protocol - International.

Luc Bertrand, John Drexhage, Jayson Myers, Andrei Marcu and Len Eddy made statements and, with the other witness, answered questions.

At 11:00 a.m., the Committee adjourned until 11:25 a.m. on November 23, 2006 in Room 208, West Block.
