The Standing Committee on Citizenship and Immigration met in cameraat 11:05 a.m. this day, in Room 371, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

In attendance: House of Commons: William Farrell, Committee Clerk. Library of Parliament: Andrew Kitching, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 26, 2006, the Committee resumed its study of Detention Centers - Security Certificates.
 

The Committee resumed consideration of a draft report.

 

It was agreed, that the Committee continue working on its draft report, and that the witnesses scheduled for today's meeting be asked to appear on Thursday, March 29, 2007, and that the meeting be extended by one hour.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Committee append to its report dissenting or supplementary opinions provided that they are no more than 4 pages in length each, are in the same font, style, and type-size as the report, and submitted electronically in both official languages to the Clerk of the Committee, no later than Friday, March 30, 2007 at noon.

 

It was moved that, - That the committee hold a televised meeting Thursday, March 29, 2007 and invite the Members from Eglinton – Lawrence (Joe Volpe,) York West (Judy Sgro,) and Bourassa (Denis Coderre) to discuss Bill C-280, specifically addressing why as Ministers of Citizenship and Immigration the sections of the Immigration and Refugee Protection Act relevant to the Refugee Appeal Division were not implemented.

 

After debate, the question was put on the motion and it was negatived.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
