The Standing Committee on Citizenship and Immigration met at 11:01 a.m. this day, in Room 371, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Réal Ménard for Raymond Gravel and Lloyd St. Amand for Omar Alghabra.

 

In attendance: House of Commons: William Farrell, Committee Clerk. Library of Parliament: Andrew Kitching, Analyst; Trupati Patel, Analyst.

 

Witnesses: As an individual: Hon. Marlene Jennings, Member of Parliament, House of Commons. Lost Canadian Organization: Don Chapman. Lost Children of Canada: Gail E. Forrest. Mennonite Central Committee Canada: Johan Teichroeb, Member , Private Citizen Leamington (Ontario); Bill Janzen, Director, Ottawa Office. As individuals: Marion Vermeersch, Lost Canadians (Child of war bride); June Francis, Professor, Simon Fraser University. Royal Canadian Legion: Pierre Allard, Director, Service Bureau, Dominion Command; Erl Kish, Dominion Vice-President.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 1, 2007, the Committee its study of Loss of Canadian Citizenship for the years 1947, 1977 and 2007 .
 

Marlene Jennings, Don chapman, Gail Forrest, Johan Teichroeb and Bill Janzen made statements and answered questions.

 

At 12:10 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

 

Marion Vermeersch, June Francis and Erl Kish made statements and answered questions.

 

At 1:03 p.m., the sitting was suspended.

At 1:07 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That the committee proceeds with and finalizes the report (Study on Detention Centres- Security Certificates), and in the mean time call for testimony from the five guards (at the Kingston Immigration Holding Centre) that were named in harassing the detainees.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Jim Karygiannis, Lloyd St. Amand, Blair Wilson — 3; NAYS: Barry Devolin, Meili Faille, Nina Grewal, Rahim Jaffer, Ed Komarnicki, Réal Ménard, Bill Siksay, Andrew Telegdi — 8.

 

At 1:16 p.m., the Committee adjourned to the call of the Chair.
