The Legislative Committee on Bill C-30 met at 9:05 a.m. this day, in Room 269, West Block, the Chair, Laurie Hawn, presiding.

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. John Godfrey, Laurie Hawn, Mark Holland, Brian Jean, Marcel Lussier, Fabian Manning, David J. McGuinty, Hon. Christian Paradis, Francis Scarpaleggia, Mark Warawa and Jeff Watson.

Other Members present: Dennis Bevington.

In attendance: House of Commons: Joann Garbig, Legislative Clerk . Library of Parliament: Tim Williams, Analyst ; Sam Banks, Analyst.

Witnesses: EPCOR Utilities Inc.: Tim Boston, Director, Public and Government Affairs. ICON Group: Stephen Kaufman, Suncor. University of Calgary: David Keith, Canada Research Chair, Institute for Sustainable Energy, Environment and Economy - Energy and Environmental Systems Group. Forest Products Association of Canada: Avrim Lazar, President and Chief Executive Officer. EPCOR Utilities Inc.: David Lewin, Senior Vice-President, Integrated Gasification Combined Cycle Development. ICON Group: Wishart Robson, Nexen Inc..

Pursuant to the Order of Reference of Monday, December 4, 2006, the Committee resumed consideration of Bill C-30, An Act to amend the Canadian Environmental Protection Act, 1999, the Energy Efficiency Act and the Motor Vehicle Fuel Consumption Standards Act (Canada's Clean Air Act).

David Lewin, Avrim Lazar, Stephen Kaufman and David Keith made statements and, with the other witnesses, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Nathan Cullen moved, — That the C-30 Committee meet as necessary during the Parliamentary recess between March 3 and March 18, 2007 to review the bill clause-by-clause and report it back to the House no later than March 19, 2007.

Debate arose thereon.

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Nathan Cullen — 1; NAYS: Bernard Bigras, John Godfrey, Mark Holland, Brian Jean, Marcel Lussier, Fabian Manning, David J. McGuinty, Christian Paradis, Mark Warawa, Jeff Watson — 10.

At 10:57 a.m., the Committee adjourned to the call of the Chair.
