The Standing Committee on Aboriginal Affairs and Northern Development met at 9:06 a.m. this day, in Room 269, West Block, the Chair, Colin Mayes, presiding.

 

Members of the Committee present: Harold Albrecht, Steven Blaney, Rod Bruinooge, Jean Crowder, Nancy Karetak-Lindell, Marc Lemay, Yvon Lévesque, Colin Mayes, Gary Merasty, Hon. Anita Neville and Todd Norman Russell.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; Tonina Simeone, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development : Richard Budgell, Executive Coordinator of Post-secondary Education, Education Branch; Christine Cram, Acting Senior Assistant Deputy Minister, Socio-Economic Policy and Regional Operations; Allan MacDonald, Director General, Federal Interlocutor for Métis and Non-Status Indians; Mary Tobin Oates, Senior Advisor, Inuit Relations Secretariat.

 
Pursuant to Standing Order 108(2), the Committee resumed its study on Post-Secondary Education.
 

Christine Cram made a statement and, with the other witnesses, answered questions.

 

At 10:31 a.m., the sitting was suspended.

At 10:38 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Anita Neville, — That the Standing Committee of Aboriginal Affairs and Northern Development adopt the resolution that the Conservative Government should immediately pledge their support for the United Nations Declaration on the Rights of Indigenous Peoples; that this be adopted as a report of this committee; that the chair present the report to the House.

 

The Chair approved that the motion be reworded in order to ensure that it conform to the usage of the House to read as follows: That the Standing Committee of Aboriginal Affairs and Northern Development recommend that the Government immediately pledge its support for the United Nations Declaration on the Rights of Indigenous Peoples; that this be adopted as a report of this committee; that the chair present the report to the House

 

Harold Albrecht moved, — That the motion be amended by replacing the word “the” with the word “a” after the words “support for” and that the word “immediately” be deleted.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 7.

 

Rod Bruinooge moved, — That the motion be amended by adding after the word “recommend” the following: “after hearing witnesses”.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 7.

 

Rod Bruinooge moved, — That the motion be amended by replacing the words following the word "Department" with the following: "study reasons why successive governments, including Liberal governments led by Paul Martin and Jean Chretien, did not support previous versions of the United Nations Draft Declaration on the Rights of Indigenous Peoples”.

 

The Chair ruled the proposed amendment inadmissible as it exceeded the scope of the motion, as provided on page 453 of House of Commons Procedure and Practice.

 

It was agreed, — That the Committee cancel its October 26th meeting and that one hour be dedicated to Anita Neville's motion on October 31st.

 

At 11:04 a.m., the Committee adjourned to the call of the Chair.
