Presenting Reports from Interparliamentary Delegations
Pursuant to Standing Order 34(1), Mr. Thompson (New Brunswick Southwest) presented the report of the Canadian delegation of the Canada-United States Inter-parliamentary Group respecting its participation at the Canadian/American Border Trade Alliance Conference entitled “The Canadian/U.S. Border — A Unified Focus”, held in Washington, D.C., from September 11 to 13, 2005. — Sessional Paper No. 8565-381-59-13.

Pursuant to Standing Order 34(1), Mr. Thompson (New Brunswick Southwest) presented the report of the Canadian Section of the Canada-United States Inter-Parliamentary Group respecting its participation at the 59th Annual Meeting, held in Mobile, Alabama, from July 30 to August 3, 2005. — Sessional Paper No. 8565-381-59-14.

Presenting Reports from Committees

Mr. Williams (Edmonton—St. Albert), from the Standing Committee on Public Accounts, presented the 22nd Report of the Committee, “Passport Office – Passport Services”. — Sessional Paper No. 8510-381-229.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 36, 50 and 55) was tabled.


Mr. St. Amand (Brant), from the Standing Committee on Aboriginal Affairs and Northern Development, presented the Seventh Report of the Committee (Bill C-71, An Act respecting the regulation of commercial and industrial undertakings on reserve lands, without amendment). — Sessional Paper No. 8510-381-230.

A copy of the relevant Minutes of Proceedings (Meeting No. 53) was tabled.


Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Bellavance (Richmond—Arthabaska), seconded by Mr. Paquette (Joliette), moved, — That, in the opinion of the House, the government should give its negotiators a mandate during the negotiations at the World Trade Organization so that, at the end of the current round of negotiations, Canada obtains results that ensure that the supply management sectors are subject to no reduction in over-quota tariffs and no increase in tariff quotas, so that these sectors can continue to provide producers with a fair and equitable income.

Debate arose thereon.

Motions

By unanimous consent, it was ordered, — That the Order made Monday, November 21, 2005, pursuant to Standing Order 45, respecting the deferral of the recorded division on the motion to concur in the Tenth Report of the Standing Committee on Public Accounts, scheduled to take place later today, be discharged and the motion deemed adopted on division.

Business of Supply

The House resumed consideration of the motion of Mr. Bellavance (Richmond—Arthabaska), seconded by Mr. Paquette (Joliette), in relation to the Business of Supply.

The debate continued.

Mr. Desrochers (Lotbinière—Chutes-de-la-Chaudière), seconded by Mr. Bouchard (Chicoutimi—Le Fjord), moved the following amendment, — That the motion be amended by deleting all the words after the word “quotas” and substituting the following:

“and also ensure an agreement that strengthens the market access position of Canada's agricultural exporters so that all sectors can continue to provide producers with a fair and equitable income”.

Debate arose thereon.

At 5:15 p.m., pursuant to Standing Order 81(16), the Speaker interrupted the proceedings.

The question was put on the amendment and it was agreed to.
