The Standing Committee on Transport met at 3:34 p.m. this day, in Room 701 La Promenade Building, the Chair, Roger Gallaway, presiding.

 

Members of the Committee present: Dave Batters, Raymond Bonin, Robert Carrier, Bev Desjarlais, Hon. Roger Gallaway, Jim Gouk, Hon. Jim Karygiannis, Francis Scarpaleggia, Andrew Scheer and Caroline St-Hilaire.

 

In attendance: Library of Parliament: John Christopher, Analyst; Allison Padova, Analyst.

 

Witnesses: Farmer Rail Car Coalition: Bernie Churko, Advisor, Board of Directors. Farmer-Industry Partnership: Robert Davies, Chief Executive Officer of Weyburn Inland Terminal Ltd., Director of Western Grain Elevator Association, Director of Inland Terminal Association. Farmer Rail Car Coalition: Sinclair Harrison, President; Jim Robbins, Vice-President. Farmer-Industry Partnership: Albert Wagner, Past President of Western Barley Growers Association.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Caroline St-Hilaire, it was agreed, — That the proposed new Chief Executive Officer of VIA Rail, Mr. Paul Côté, be invited to appear before the Committee on Wednesday, February 16, 2005.

 

Bev Desjarlais moved, — That in light of Mr. James Walsh's, at worst, breach of the ethics guidelines and, at best, obvious political ties, and with the understanding that the time allowed for a Committee review of his appointment has passed, the Committee should discuss presenting a letter to the Prime Minister asking for him to remove Mr. Walsh from the Board.

Debate arose thereon.

 

It was agreed, — That the consideration of the motion be suspended for 30 days or until the Ethics Commissioner issues a report, wichever comes first.

 
Pursuant to Standing Order 108(2), the Committee resumed a briefing session on hopper cars.
 

The witnesses made statements and answered questions.

 

At 4:38 p.m., the sitting was suspended.
