The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Don Boudria, Yvon Godin, Michel Guimond, Dale Johnston, Pauline Picard, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Gary Carr for Hon. Dominic LeBlanc, Hon. Rob Nicholson for Jay Hill and Jean-Yves Roy for Michel Guimond.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Elections Manitoba: Richard D. Balasko, Chief Electoral Officer. Élections Québec: Marcel Blanchet, Chief Electoral Officer, President of the Commission for Electoral Representation; Jacque Drouin, Assistant and Director of Electoral Operations. Elections Ontario: John Hollins, Chief Election Officer. House of Commons: Audrey O'Brien, Acting Clerk.

 
Pursuant to the Order of Reference of Wednesday, June 22, 2005, the Committee resumed consideration of Bill C-312, An Act to amend the Canada Elections Act (appointment of returning officers).
 

The witnesses made statements and answered questions.

 
Pursuant to Standing Order 111.1(1), the Committee commenced consideration of the proposed appointment of Audrey O'Brien to the position of Clerk of the House of Commons, which was referred to the Committee on September 30, 2005.
 

The Acting Clerk made a statement and answered questions.

 

Dale Johnston moved, — That this Committee report to the House recommending that the House ratify the appointment of Ms. Audrey Elizabeth O'Brien to the position of Clerk of the House of Commons.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 

At 12:40 p.m., the sitting was suspended.

At 12:41 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:48 p.m., the Committee adjourned to the call of the Chair.
