The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Hon. Don Boudria, Bill Casey, Yvon Godin, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman, Scott Reid and John Reynolds.

 

Acting Members present: Marlene Catterall for Hon. Judi Longfield, Mario Laframboise for Michel Guimond and Lloyd St. Amand for Françoise Boivin.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Office of the Ethics Commissioner: Bernard Shapiro, Ethics Commissioner; Robert F. Benson, Deputy Ethics Commissioner; Diane Champagne-Paul, Director, Members of Parliament's Code.

 
Pursuant to Standing Order 108(3)(a)(iii) and the motion adopted Thursday, October 7, 2004, the Committee commenced consideration of matters relating to the Conflict of Interest Code for Members of the House of Commons.
 

Bernard Shapiro made a statement and, with the other witnesses, answered questions.

 

On motion of Dale Johnston, it was agreed, — That a Subcommittee on the Disclosure Statement under the Conflict of Interest Code for Members of the House of Commons be established to review and make recommendations on the interpretation of the Disclosure Statement form for members of the House of Commons with the Office of the Ethics Commissioner;

That the Subcommittee consist of one representative from each party;

That the Subcommittee be granted all of the powers of the Committee pursuant to Standing Order 108(1)(a), except the power to report directly to the House; and

That the Subcommittee meet in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Pauline Picard moved, — That, pursuant to Standing Order 115(4), the Committee adopt the schedule for priority use of committee rooms agreed to by the whips.

 

After debate, the question was put on the motion and it was agreed to.

 

By unanimous consent, it was agreed, — That the Clerk of the House of Commons be invited to appear before the Committee on Thursday, October 21, 2004, to review proposed changes to the Standing Orders.

 

By unanimous consent, it was agreed, — That the Chief Electoral Officer be invited to appear before the Committee on Tuesday, October 26, 2004, in relation to his report on the 38th General Election.

 

On motion of Dominic LeBlanc, it was agreed, — That witnesses be given ten minutes for their opening statement.

 

At 12:27 p.m., the Committee adjourned to the call of the Chair.
