The Standing Committee on Procedure and House Affairs met in a televised session at 11:09 a.m. this day, in Room 253-D, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Michel Guimond, Jay Hill, Dale Johnston, Judi Longfield, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Rob Nicholson for Bill Casey and Mario Silva for Hon. Dominic LeBlanc.

 

Associate Members present: Ed Broadbent.

 

Witnesses: Canadian Policy Research Networks: Judith Maxwell, President; Mary Pat MacKinnon, Director, Public Involvement Network. Public Policy Forum: Jodi White, President. Institute for Research on Public Policy: Dr. Leslie Seidle, Senior Research Associate. Royal Roads University: Dr. Anne Dale, Professor, Faculty of Science, Technology and Environment.

 
Pursuant to the Order of Reference of Thursday, November 25, 2004, the Committee resumed its study on electoral reform.
 

The witnesses made statements and answered questions.

 

At 12:30 p.m., the sitting was suspended.

At 12:31 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders, procedure and practice of the House.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

At 12:49 p.m., the Committee adjourned to the call of the Chair.
