The Standing Committee on Government Operations and Estimates met at 3:41 p.m. this day, in Room 308 West Block, the Vice-Chair, Pat Martin, presiding.

 

Members of the Committee present: Ken Boshcoff, Marc Godbout, Diane Marleau, Pat Martin and Francis Scarpaleggia.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst.

 

Witnesses: House of Commons: Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Gregory Tardi, Senior Legal Counsel. Public Service Human Resources Management Agency of Canada: Ralph Heintzman, Vice-President, Public Service Values and Ethics. Department of Justice: Jane Graham, Counsel, Legal Services, Treasury Board Secretariat.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 5, 2005, the Committee commenced its examination of Sections 14 & 15 of the Parliament of Canada Act.
 

Richard Denis made a statement and, with Gregory Tardi, answered questions.

 

At 4:25 p.m., the sitting was suspended.

At 4:28 p.m., the sitting resumed in camera.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

 

Ralph Heintzman made a statement and answered questions.

 

At 5:14 p.m., the Committee adjourned to the call of the Chair.
