The Standing Committee on Government Operations and Estimates met in a televised session at 3:33 p.m. this day, in Room 237-C Centre Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Leon Benoit, Ken Boshcoff, Marcel Gagnon, Marc Godbout, Guy Lauzon, Diane Marleau, Joe Preston, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Other Members present: Robert Thibault.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst.

 

Witnesses: Department of Health: Diane Gorman, Assistant Deputy Minister, Health Products and Food Branch; Diane Kirkpatrick, Director General, Veterinary Drugs Directorate, Health Products and Food Branch. Privy Council Office: Kathy O'Hara, Deputy Secretary to the Cabinet, Machinery of Government; Patrick Borbey, Assistant Deputy Minister, Corporate Services.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

 

Diane Gorman made a statement and, with Diane Kirkpatrick, answered questions.

 

At 4:37 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed.

 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2005-2006: Vote 10 under CANADA CUSTOMS AND REVENUE AGENCY, Votes 95, 100 and 105 under CANADIAN HERITAGE, Vote 1 under GOVERNOR GENERAL, Vote 1 under PARLIAMENT, Votes 1, 5 and 10 under PRIVY COUNCIL, Votes 1, 5 and 10 under PUBLIC WORKS AND GOVERNMENT SERVICES, Votes 1, 5, 10, 20, 25, 30 and 35 under TREASURY BOARD referred to the Committee on Friday, February 25, 2005.
 

The Chair called Vote 1 under PRIVY COUNCIL.

 

Kathy O'Hara made a statement and, with Patrick Borbey, answered questions.

 

It was agreed, — That the Clerk make the necessary arrangements for a working lunch at the Parliamentary Restaurant following the appearance of Mr. James McVay, Principal Assistant to the Special Counsel, U.S. Office of Special Counsel, on Thursday, April 7, 2005.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
