The Standing Committee on Government Operations and Estimates met at 3:31 p.m. this day, in Room 237-C Centre Block, the Vice-Chair, Paul Szabo, presiding.

 

Members of the Committee present: Ken Boshcoff, Marc Godbout, Guy Lauzon, Joe Preston, Francis Scarpaleggia, Paul Szabo and Louise Thibault.

 

Acting Members present: Gurmant Grewal for Leon E. Benoit, Pierre Poilievre for Randy White and Benoît Sauvageau for Marcel Gagnon.

 

Other Members present: David Kilgour.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst; Tara Gray, Analyst.

 

Witnesses: Federal Accountability Initiative for Reform (FAIR): Joanna Gualtieri, President. Association of Canadian Financial Officers: Jim Currier, Vice-Chair, Vice-president of Membership; Gene Szabo, Executive Director, Vice-President, Labour Relations.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Joanna Gualtieri made a statement and answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 

Jim Currier made a statement and answered questions.

 
At 5:10 p.m., the Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a meeting be held on March 8, 2005 to discuss the Supplementary Estimates and have an in camera discussion regarding future business and Bill C-11.

 

It was agreed, — That the Auditor General be invited to discuss the relevant chapters in her February 2005 Status Report.

 

At 5:17 p.m., the Committee adjourned to the call of the Chair.
