The Standing Committee on Government Operations and Estimates met in camera at 11:09 a.m. this day, in Room 253-D Centre Block, the Chair, Leon E. Benoit, presiding.

 

Members of the Committee present: Leon E. Benoit, Ken Boshcoff, Marcel Gagnon, Marc Godbout, Diane Marleau, Pat Martin, Joe Preston, Francis Scarpaleggia, Paul Szabo, Louise Thibault and Randy White.

 

Acting Members present: Pierre Poilievre for James Moore.

 

Other Members present: Ed Broadbent.

 

In attendance: Library of Parliament: Jack Stilborn, Analyst; Philippe Le Goff, Analyst; Tara Gray, Analyst.

 

Witnesses: Public Service Alliance of Canada: Nycole Turmel, National President; Jacquie de Aguayo, Legal Officer.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:09 p.m., the sitting was suspended.

 

At 12:14 p.m., the Committee resumed sitting in public.

 
Pursuant to the Order of Reference of Monday, October 18, 2004, the Committee resumed consideration of Bill C-11, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

 

Nycole Turmel made a statement and, with Jacquie De Aguayo, answered questions.

 

On motion of Paul Szabo, it was agreed, — That the Public Service Alliance of Canada be invited to return at a later date.

 

At 1:08 p.m., the Committee adjourned to the call of the Chair.
