The Standing Committee on National Defence and Veterans Affairs met in camera at 9:02 a.m. this day, in Room 362 East Block, the Chair, Pat O'Brien, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Larry Bagnell, Hon. Bill Blaikie, Rick Casson, Betty Hinton, Dave MacKenzie, Hon. Keith Martin, Pat O'Brien, Gordon O'Connor, Gilles-A. Perron and Anthony Rota.

 

Acting Members present: Cheryl Gallant for Gordon O'Connor.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst. As Individual: Joseph P. Culligan, Consultant.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 18, 2004, the Committee resumed its study of the acquisition of submarines by the Canadian Forces.
 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee on National Defence invite the Honourable Bill Graham, Minister of National Defence, General Rick Hillier, Chief of Staff of the Canadian Forces, and Lieutenant-General Eric A. Findley as well as other members of the staff involved with the issue of changes to NORAD.

 

It was agreed, — That the 48 hours notice period be waived and that the following motion be moved:

That the Standing Committee on National Defence and Veterans Affairs, pursuant to Standing Order 108 (2), sit jointly with the Standing Committee on Foreign Affairs and International Trade, to invite witnesses to determine what Canada was specifically being asked to commit to as a participant in a North American Ballistic Missile Defence Program. The Committee invites as a witness United States Secretary of State Condoleezza Rice.

 

It was agreed, — That the motion be allowed to stand until the next meeting of the Committee.

 

It was agreed, — That the proposed budget in the amount of $81,280, for the period of April 1, 2005 to December 31, 2005 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, — That a copy of the Summary Work Plan be posted on the Committee's website.

 

It was agreed, — That, further to Mr. O'Keefe's request, a copy of the letter sent to the Committee from the Minister concerning his testimony, be sent to him.

 

At 10:22 a.m., the Committee adjourned to the call of the Chair.
