The Standing Committee on National Defence and Veterans Affairs met at 9:03 a.m. this day, in Room 237-C Centre Block, the Chair, Pat O'Brien, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Larry Bagnell, Hon. Bill Blaikie, Rick Casson, Betty Hinton, Hon. Judi Longfield, Hon. Keith Martin, Pat O'Brien, Gordon O'Connor, Gilles-A. Perron and Anthony Rota.

 

Acting Members present: Russ Powers for Hon. Larry Bagnell and Paul Szabo for Hon. Judi Longfield.

 

Associate Members present: Cheryl Gallant.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst. As Individual: Joseph P. Culligan, Consultant.

 

Witnesses: Department of National Defence: Alan Williams, Assistant Deputy Minister, Materiel; Cmdre Roger Westwood, Director General, Maritime Equipment Program Management. Federal Government Dockyard Trades and Labour Council (East): Dean Reid, President; Tom Denault, Vice-president; Lorne Brown, Recording Secretary.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 18, 2004, the Committee resumed its study of the acquisition of submarines by the Canadian Forces.
 

Mr. Williams made a statement and, with the other witness, answered questions.

 

At 10:16 a.m., the sitting was suspended.

At 10:20 a.m., the sitting resumed.

 

Mr. Reid made a statement and, with the other witnesses, answered questions.

 

Bill Blaikie moved, — 1. That the government of Canada develop skills and competence-related criteria for all government appointments, including Board Members and senior Officers of Crown Corporations and other government agencies, for which the Committee has reviewing responsibility; and that this criteria specifically address the non-partisan nature of these appointments;

2. That the government then submit this criteria to the Committee for consideration and approval with amendment if necessary;

3. That the Government of Canada then publicly release, including publishing in the Canada Gazette, the committee-approved criteria for each appointment;

4. That the names and qualifications of each nominee for an appointed position be referred to the Committee prior to the date of their appointment, with an explanation of how each nominee’s qualification has met the established criteria;

5. That the Committee, unless it unanimously decides otherwise, shall have at least one full meeting every two months to review government nominees for appointment.

Debate arose thereon.

 

At 11:36 a.m., the sitting was suspended.

At 11:37 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee hold its next two meetings on planning for the Defence review, including discussion on potential witnesses and travelling.

 

At 11:57 a.m., the Committee adjourned to the call of the Chair.
