The Standing Committee on Industry, Natural Resources, Science and Technology met at 9:32 a.m. this day, in Room 208 West Block, the Chair, Brent St. Denis, presiding.

 

Members of the Committee present: Michael Chong, Hon. Denis Coderre, Paul Crête, John Duncan, Brian Masse, Lynn Myers, Hon. Jerry Pickard, Andy Savoy, Werner Schmidt, Brent St. Denis and Bradley R. Trost.

 

Acting Members present: Marc Boulianne for Serge Cardin, Ruby Dhalla for Hon. Denis Coderre and Wajid Khan for Andy Savoy.

 

In attendance: Library of Parliament: Dan Shaw, Analyst. House of Commons: Susan Baldwin, Legislative Clerk.

 

Witnesses: Statistics Canada: Richard Barnabé, Assistant Chief Statistician, Social, Institutions and Labour Statistics; David Bolger, Counsel, Legal Services.

 
Pursuant to the Order of Reference of Monday, June 13, 2005, the Committee resumed consideration of Bill S-18, An Act to amend the Statistics Act.
 

The Committee commenced its clause-by-clause study of the Bill.

 

On Clause 1,

Werner Schmidt moved, — That Bill S-18, in Clause 1, be amended by replacing line 6 on page 1 with the following:

18.1 (1) The name, address, date of birth, sex and occupation of the respondent and the name of the spouse or common-law partner and children of the respondent and the place of birth and date of immigration contained in the”

Debate arose thereon.

 

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 654 of House of Commons Procedure and Practice.

 

Whereupon, Werner Schmidt appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned, by a show of hands: YEAS: 3; NAYS: 8.

 

The question was put on the amendment of Werner Schmidt and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

Clause 1 carried on division.

 

Clause 2 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

The Committee proceeded to the consideration of matters related to Committee Business.

 

It was agreed, — That, in the event that the House adjourns, comments concerning the study on Canada’s Industrial Strategy be submitted to the Clerk and that these comments be distributed to Committee members.

 

At 9:56 a.m., the Committee adjourned to the call of the Chair.
