The Standing Committee on Industry, Natural Resources, Science and Technology met at 3:31 p.m. this day, in Room 269 West Block, the Chair, Brent St. Denis, presiding.

 

Members of the Committee present: Serge Cardin, Hon. Denis Coderre, Paul Crête, Brian Masse, Hon. Jerry Pickard, Andy Savoy, Werner Schmidt, Brent St. Denis and Bradley R. Trost.

 

Acting Members present: James Bezan for Michael Chong and Brian Jean for John Duncan.

 

Other Members present: Hon. Ed Broadbent, Peter Julian and Alan Tonks.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Dan Shaw, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Werner Schmidt, it was agreed, — That whenever the Main Estimates or the Supplementary Estimates are tabled in the House, the Committee invite the Minister and any relevant senior officials of a Department to appear at a televised meeting, if possible, of the Committee.

 

Werner Schmidt moved, — That whenever a Chapter of a Report of the Auditor General refers to a subject under the mandate of the Committee, the Committee invite the Office of the Auditor General of Canada and any relevant senior officials of a Department to appear at a televised meeting, if possible, of the Committee.

 

After debate, the question was put on the motion and it was agreed to.

 

By unanimous consent, it was agreed, — That witnesses be given ten (10) minutes for their opening statement;

— That, at the discretion of the Chair, during the questioning of witnesses, time and sequence be allocated as follows:

Round 1 (5 minutes): Conservative Party, Bloc Québécois, Liberal Party, New Democratic Party

Round 2 (5 minutes): Conservative Party, Liberal Party, Bloc Québécois, Liberal Party

Round 3 (5 minutes): Conservative Party, Liberal Party, Conservative Party, Liberal Party

Round 4 (5 minutes): New Democratic Party, Bloc Québécois, Conservative Party, Liberal Party .

 

At 3:38 p.m., the sitting was suspended.

At 3:39 p.m., the sitting resumed in camera.

 

The Committee resumed consideration of matters related to Committee Business.

 

It was agreed, — That the following briefings be scheduled with Departmental Officials :

Tuesday, October 26, 2004: Foreign Investment Review

Thursday, October 28, 2004: Canada's Smart Regulation Initiatives

Tuesday, November 2, 2004: Foreign Outsourcing

Thursday, November 4, 2004: Kyoto Protocol Sectoral Negotiations and Energy Sector.

 

It was negatived, — That the Standing Committee on Industry, Natural Resources, Science and Technology conduct public hearings receiving the views of Canadians and stakeholders specifically on the current Government processes of foreign investment review and generally on the political, economic and social issues stemming from the increasing globalization of investment and trade in Canada. That the Committee prepare a report summarising the views of those heard by February 2005.

 

At 5:17 p.m., the Committee adjourned to the call of the Chair.
