The Standing Committee on Industry, Natural Resources, Science and Technology met at 3:35 p.m. this day, in Room 308 West Block, the Chair, Brent St. Denis, presiding.

 

Members of the Committee present: Serge Cardin, Michael Chong, Hon. Denis Coderre, Paul Crête, Brian Masse, Hon. Jerry Pickard, Andy Savoy, Brent St. Denis and Bradley R. Trost.

 

Acting Members present: Hon. Larry Bagnell for Lynn Myers.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Jean-Luc Bourdages, Analyst; Dan Shaw, Analyst. House of Commons: Joann Garbig, Legislative Clerk.

 

Witnesses: Department of Industry: Jacques Hains, Director, Corporate Strategies Branch, Canadian Intellectual Property Office; Alan Troicuk, Senior Counsel, Legal Services, Department of Justice; Scott Vasudev, Special Project Officer, Patent Branch, Canadian Intellectual Property Office.

 
Pursuant to the Order of Reference of Monday, December 13, 2004, the Committee commenced consideration of Bill C-29, An Act to amend the Patent Act.
 

The Chair called Clause 1.

 

Jacques Hains made a statement and answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 
On Clause 2,
 
On motion of Jerry Pickard, it was agreed, — That Bill C-29, in Clause 2, be amended by replacing lines 7 and 8 on page 2 with the following:

“respect to the service or proceeding in respect of”

 
On motion of Jerry Pickard, it was agreed, — That Bill C-29, in Clause 2, be amended by adding after line 17 on page 2 the following:

“(5) For greater certainty, this section also applies to applications for patents mentioned in sections 78.1 and 78.4.”

 

Clause 2, as amended, carried.

 

Clause 3 carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 4:01 p.m., the sitting was suspended.

At 4:04 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee begin consideration of Bill C-9, An Act to establish the Economic Development Agency of Canada for the Regions of Quebec, on February 9, 2005.

 

It was agreed, — That the motion regarding the suspension of hearings on Bill C-19 adopted by the Committee on December 2, 2004, be rescinded and that the Committee resume meetings on Bill C-19.

 

At 4:25 p.m., the Committee adjourned to the call of the Chair.
