The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 11:11 a.m. this day, in Room 705 La Promenade Building, the Chair, Raymonde Folco, presiding.

 

Members of the Committee present: Hon. Peter Adams, Hon. Eleni Bakopanos, Barry Devolin, Raymonde Folco, Paul Forseth, Christiane Gagnon, Ed Komarnicki, Yves Lessard, Tony Martin, Yasmin Ratansi and Peter Van Loan.

 

Acting Members present: Denis Coderre for Peter Van Loan and Tom Lukiwski for Peter Van Loan.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst. House of Commons: Wayne Cole, Legislative Clerk.

 

Witnesses: Department of Human Resources and Skills Development: Réal Bouchard, Director General, Federal-Provincial Relations and Social Policy Branch; Bill James, Director General, Employment Insurance Policy; Luc Leduc, Senior Counsel, Legal Services, Employment Insurance. Department of Finance: Clare Scullion, Senior General Counsel.

 
Pursuant to the Order of Reference of Wednesday, April 13, 2005, the Committee resumed consideration of Bill C-280, An Act to amend the Employment Insurance Act (Employment Insurance Account and premium rate setting) and another Act in consequence.
 

Peter Adams moved, — That the provisions of Bill C-280 be referred to the Speaker for a ruling with respect to the need for a Royal Recommendation and that the Chair report accordingly to the House.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

Yves Lessard moved, — That the Speaker rule expeditiously so that the Committee can dispose of the Bill clause by clause before the holidays.

 

At 12:00 p.m., the sitting was suspended.

At 12:07 p.m., the sitting resumed.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

At 12:10 p.m., the Committee adjourned to the call of the Chair.
