The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met in camera at 11:23 a.m. this day, in Room 705 La Promenade Building, the Chair, Raymonde Folco, presiding.

 

Members of the Committee present: Peter Adams, Eleni Bakopanos, Jean-Claude D'Amours, Barry Devolin, Raymonde Folco, Paul Forseth, Christiane Gagnon, Tony Martin, Yasmin Ratansi and Peter Van Loan.

 

Acting Members present: France Bonsant for Yves Lessard and Robert Vincent for Yves Lessard.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst; Chantal Collin, Analyst.

 

Witnesses: Canadian Centre for Occupational Health and Safety: Len Hong, President and Chief Executive Officer, Labour Branch. Canada Industrial Relations Board: Warren Edmondson, President; Robert Cook, General Counsel and Director, Legal Services. Canadian Artists and Producers Professional Relations Tribunal: David Silcox, Chairperson and Chief Executive Officer; Josée Dubois, Executive Director and General Counsel.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2005-2006: Votes 10, 20 and 25 under Department of Human Resources and Skills Development referred to the Committee on Friday, February 25, 2005.
 

Len Hong, Warren Edmondson and David Silcox made statements and, with the other witnesses, answered questions.

 

At 12:16 p.m., the sitting was suspended.

At 12:18 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 24, 2005, the Committee resumed its study of the New Human Resources and Skills Development Canada call for proposals Criteria for Funding Community Programs.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That, pursuant to Standing Order 108 (1) (a), the Committee authorize the printing of the dissenting opinions of the NDP and the BQ, as an appendix to this report immediately after the signature of the Chair; that the dissenting opinions be limited to not more than 2 pages; (font = 12; line spacing = 1.5) and that the dissenting opinions be delivered in electronic format in both official languages to the Clerk of the Committee not later than 5:30 p.m. Wednesday, May 11, 2005.

Pursuant to the forty-eight (48) hours’ notice, it is moved by Mr. Tony Martin — That the Committee investigate the serious allegations made by the Canadian CED Network regarding the loss of funding of witnesses further to their appearance before the Committee.

 

At 1:39 p.m., the Committee adjourned to the call of the Chair.
