Meeting No. 23

Thursday, March 10, 2005

The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 11:06 a.m. this day, in Room 705 La Promenade Building, the Chair, Raymonde Folco, presiding.

Members of the Committee present: Peter Adams, Eleni Bakopanos, Jean-Claude D'Amours, Barry Devolin, Raymonde Folco, Paul Forseth, Christiane Gagnon, Ed Komarnicki, Tony Martin and Yasmin Ratansi.

Acting Members present: France Bonsant for Yves Lessard and Marcel Gagnon for Yves Lessard.

In attendance: Library of Parliament: Chantal Collin, Analyst ; Kevin Kerr, Analyst.

Witnesses: As an Individual: Philippe Rabot, Chair, Royal Canadian Mounted Police External Review Committee.

Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the certificate of nomination of Philippe Rabot to the position of Commissioner of Canada Pension Plan / Old Age Security Review Tribunals which was referred to the Committee on February 21, 2005.

The witness made a statement and answered questions.

On motion of Paul Forseth, it was agreed, — That the Committee waive further consideration of the nomination of Philippe Rabot for appointment to the position of Commissioner of Canada Pension Plan (CPP) / Old Age Security (OAS) Review Tribunal.

At 11:50 a.m., the sitting was suspended.

At 11:52 a.m., the sitting resumed in camera to discuss future business.

It was agreed, — That regarding the study of the New Human Resources and Skills Development Canada call for proposals Criteria for Funding Community Programs, the Committee invite on March 24th, 2005, ONESTEP The Ontario Network of Employment Skills Training Project, The Canadian CED Network, The Canadian Coalition of Community Based Employability Training and The Canadian Hearing Society and invite on April 5th, 2005, Pathways Skill Development & Placement Centre, PRO Training, the Ontario Association of Youth Employment Centres and New Westminster Community Development Society.

It was agreed, — That March 22nd, 2005 the Committee hear on the Supplementary Estimates Minister Joe Fontana from 11:00 a.m. to 12:00 p.m. and Ministre Ken Dryden from 12:00 p.m. to 1:00 p.m..

At 12:36 p.m., the Committee adjourned to the call of the Chair.
