The Standing Committee on Health met at 3:36 p.m. this day, in Room 237-C Centre Block, the Chair, Bonnie Brown, presiding.

 

Members of the Committee present: Hon. Bill Blaikie, Bonnie Brown, Hon. Brenda Chamberlain, Nicole Demers, Ruby Dhalla, Steven John Fletcher, James Lunney, Réal Ménard, Rob Merrifield, Michael John Savage and Hon. Robert Thibault.

 

Acting Members present: Leon E. Benoit for James Lunney and Carol Skelton for Colin Carrie.

 

In attendance: Library of Parliament: Sonya Norris, Analyst; Nancy Miller Chenier, Analyst; Marlisa Tiedemann, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Steven John Fletcher moved, — That the committee invite the current Prime Minister of Canada to appear, at the earliest convenience of the Committee, to respond to allegations against him involving Sheila Copps, former deputy Prime Minister of Canada, and the abolition or alteration of the Canada Health Act in the drafting of the 1995 Federal Budget of Canada.

Debate arose thereon.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Leon E. Benoit, Bill Blaikie, Nicole Demers, Steven John Fletcher, Réal Ménard, Rob Merrifield, Carol Skelton — 7; NAYS: Brenda Chamberlain, Ruby Dhalla, Michael John Savage, Robert Thibault — 4.

 

Steven John Fletcher moved, — That the committee ask for all pertinent documents including, but not limited to, e-mails, memoranda, discussion papers, faxes (incoming and outgoing), interdepartmental correspondence and consultation papers, in the 30-day period prior to the formal approval of the 1995 Federal Budget Speech, between former Finance Minister Paul Martin, his Deputy Minister David Dodge, and former Deputy Prime Minister Sheila Copps.

Debate arose thereon.

 

By unanimous consent, the motion was withdrawn.

 

At 4:05 p.m., the sitting was suspended.

 

At 4:10 p.m., the Committee resumed sitting in camera.

 

It was agreed, — That the proposed budget in the amount of $ 20,996.00, for the study on Bill C-12, An Act to prevent the introduction and spread of communicable diseases, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, — That the proposed budget in the amount of $ 6,500.00, for the study on Hepatitis C, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, — That the proposed budget in the amount of $ 6,500.00, for the study on the Tobacco Regulations, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

At 4:55 p.m., the Committee adjourned to the call of the Chair.
