Meeting No. 27

Monday, March 21, 2005

The Standing Committee on Health met at 3:35 p.m. this day, in Room 237-C Centre Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Bonnie Brown, Colin Carrie, Jean Crowder, Nicole Demers, Ruby Dhalla, Steven John Fletcher, James Lunney, Réal Ménard, Rob Merrifield, Michael John Savage and Hon. Robert Thibault.

Acting Members present: Hon. Keith Martin for Hon. Brenda Chamberlain, Lee Richardson for Rob Merrifield and Paul Szabo for Michael John Savage.

In attendance: Library of Parliament: Sonya Norris, Analyst.

Witnesses: The University of Western Ontario: John Trevithick, Professor, Biochemistry, Schulich School of Medicine, School of Kinesiology. Canadian Centre on Substance Abuse: Michel Perron, Chief Executive Officer; Patricia Begin, Director, Research and Policy; Gerald B. Thomas, Senior Policy Analyst. Best Start: Ontario's Maternal, Newborn and Early Child Development Resource Centre: Wendy Burgoyne, Health Promotion Consultant.

Pursuant to the Order of Reference of Wednesday, February 9, 2005, the Committee resumed consideration of Bill C-206, An Act to amend the Food and Drugs Act (warning labels regarding the consumption of alcohol).

John Trevithick, Michel Perron and Wendy Burgoyne made statements and, with Gerald Thomas, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

On motion of Réal Ménard, it was agreed, — That, notwithstanding the Fourth Report of the Standing Committee on Health presented in the House of Commons on Friday, February 16, 2005, the Chair shall table two separate reports on the Proposed Regulations Amending the Tobacco Reporting Regulations, as referred to the Committee on Tuesday, December 14, 2004;

One report will refer to the amendment to the proposed regulations, as agreed by the Committee on Monday, February 14, 2005; and

The second report referring to the Committee’s recommendation with respect to the Access to Information Act; and

That, pursuant to Standing Order 109, the Committee request that the Government table a response to the Committee’s recommendation.

Steven John Fletcher moved, — That the Committee report to the House, that it not only continues to urge the government to extend compensation to all those who contracted Hepatitis C from tainted blood, but that it call on the government to do so immediately, in recognition of the First Report of this Committee, the recommendations of the Krever Inquiry and the large surplus in the federal Hepatitis C compensation fund.

Debate arose thereon.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

At 5:31 p.m., the Committee adjourned to the call of the Chair.
