The Standing Committee on Fisheries and Oceans met at 9:36 a.m. this day, in Room 306 West Block, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Larry Bagnell, Raynald Blais, Rodger Cuzner, Loyola Hearn, Bill Matthews, Shawn Murphy, Jean-Yves Roy, Peter Stoffer, Greg Thompson and Tom Wappel.

 

In attendance: Library of Parliament: François Côté, Analyst; Alan Nixon, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Jean-Yves Roy, it was agreed, — That the Clerk of the Committee be instructed to endeavour to have all meetings televised whenever a Minister appears before the Committee.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

FIRST REPORT

Your Subcommittee met on Tuesday, October 19, 2004, to consider the business of the Committee and agreed to make the following recommendations:

1. That Eric Wickham, Executive Director of the Canadian Sablefish Association be invited to appear before the Committee on Tuesday, October 26, 2004 in relation to the sablefish aquaculture issue.

2. That officials from the Department of Fisheries and Oceans be invited to appear before the Committee on Tuesday, October 26, 2004 in relation to the sablefish aquaculture issue.

3. That officials from the Department of Fisheries and Oceans be invited to appear before the Committee on Thursday, October 28, 2004 as follow up to the First Report of the Standing Committee on Fisheries and Oceans of the Third Session of the 37th Parliament and in relation to funding for the Canadian Responsible Fisheries Federation, potential legislative changes to the Canadian Coast Guard and the turbot quota of the Baffin Fisheries Coalition in the Davis Strait.

4 a) That Johanne Gélinas, Commissioner of the Environment and Sustainable Development be invited to appear before the Committee on Tuesday, November 2, 2004 regarding her 2004 Annual Report, and that the meeting be televised if possible.

4 b) That, time permitting, David Bevan from the Department of Fisheries and Oceans be invited to appear in relation to the 2004 Fraser River sockeye salmon harvest.

5. That the analysts retained by the Committee present a briefing to the Committee on the Estimates on Thursday, November 4, 2004.

6. That the Committee hold meetings on Tuesday, November 16, Thursday, November 18, Tuesday, November 23 and Thursday, November 25, 2004 regarding the Estimates and that the Minister and senior officials from the Department of Fisheries and Oceans be invited to appear.

7. That representatives of the Association of Canada Lands Surveyors be invited to appear before the Committee on Tuesday, November 30, 2004 regarding property right management for offshore Canadian Lands.

 

Larry Bagnell moved, — That the report of the Subcommittee be concurred in.

 

After debate, the question was put on the motion and it was agreed to.

 

At 10:35 a.m., the Committee adjourned to the call of the Chair.
