The Standing Committee on Fisheries and Oceans met at 9:36 a.m. this day, in Room 536 Wellington Building, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Raynald Blais, Rodger Cuzner, Loyola Hearn, Gerald Keddy, Bill Matthews, Shawn Murphy, Jean-Yves Roy, Scott Simms, Peter Stoffer and Tom Wappel.

 

Acting Members present: Randy Kamp for John Cummins.

 

In attendance: Library of Parliament: François Côté, Analyst.

 

Witnesses: Department of Fisheries and Oceans: John Adams, Commissioner, Canadian Coast Guard; David Bevan, Assistant Deputy Minister, Fisheries and Aquaculture Management; George Da Pont, Assistant Deputy Minister, Human Resources and Corporate Services; Sue Kirby, Assistant Deputy Minister, Oceans and Habitat; Serge Labonté, Director General, Fisheries, Environment and Biodiversity Directorate; Larry Murray, Deputy Minister.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Gerald Keddy, it was agreed, — That the Committee’s order of Wednesday, October 13, 2004 regarding time limits for witness statements and questioning be rescinded, and that witnesses be given ten (10) minutes to make their opening statement, and that during the questioning of witnesses the time allocated to each questioner be as follows: ten (10) minutes for the Conservative Party, followed by five (5) minutes for Bloc Québécois, ten (10) minutes for the Liberal Party, five (5) minutes for the Conservative Party, five (5) minutes for the Liberal Party, five (5) minutes for the New Democratic Party and, if there is subsequent round, that the rotation be the same except all questioning will be for five (5) minutes.

 
Pursuant to Standing Order 81(4) and Special Order made October 5, 2004, the Committee resumed consideration of the Main Estimates 2004-2005: Votes 1, 5 and 10 under Fisheries and Oceans referred to the Committee on October 8, 2004.
 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (A) 2005: Votes 1a, 5a and 10a under Fisheries and Oceans referred to the Committee on Thursday, November 4, 2004.
 

The witnesses made statements and answered questions.

 

At 11:26 a.m., the Committee adjourned to the call of the Chair.
