The Standing Committee on Finance met in a televised session at 11:07 a.m. this day, in Room 237-C Centre Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Rona Ambrose, Don H. Bell, Guy Côté, Charles Hubbard, Yvan Loubier, Hon. John McKay, Hon. Maria Minna, Massimo Pacetti, Brian Pallister, Charlie Penson, Monte Solberg and Judy Wasylycia-Leis.

 

Acting Members present: Peter MacKay for Brian Pallister, Andrew Scheer for Rona Ambrose, Gary Schellenberger for Charlie Penson and Kevin Sorenson for Monte Solberg.

 

In attendance: Library of Parliament: June Dewetering, Principal Analyst; Alexandre Laurin, Analyst.

 

Witnesses: Canadian Association of Petroleum Producers: Pierre R. Alvarez, President. Canadian Petroleum Products Institute: C. Dane Baily, Vice-President, Business and Communications; Jack Belletrutti, Vice-President. Canadian Labour Congress: Andrew Jackson, Chief Economist. The Committee proceeded to the consideration of matters related to Committee business.
 

Pursuant the motion on 48 hour motion notice agreed on Tuesday, October 12, 2004:

 

Peter Gordon MacKay moved, — That, when the House instructs the committee to divide Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005 into two bills; Bill C-43A and Bill C-43B, that it report to the House seeking a further instruction to divide Bill C-43B, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005, into two bills: Bill C-43C, An Act to establish the Canada Emission Reduction Incentives Agency, an act to implement the Greenhouse Gas Technology Investment Fund and an act to amend the Canadian Environment Protection Act, 1999 and Bill C-43D, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005; that Bill C-43C be composed of Part 13 (Canada Emission Reduction Incentives Agency), Part 14 (Greenhouse Gas Technology Investment Fund) and Part 15 (Amendments to the Canadian Environmental Protection Act, 1999); that Bill C-43D be composed of all remaining Parts of Bill C-43B; that the House order the printing of Bills C-43C and C-43D; that the Law Clerk and Parliamentary Counsel be authorized to make such technical changes or corrections as may be necessary to give effect to this motion; and that the Standing Committee on Finance stop its study of Bill C-43B and Bill C-48 until such time as the House decides the matter of dividing Bill C-43B, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Rona Ambrose, Peter MacKay, Charlie Penson, Monte Solberg, Judy Wasylycia-Leis — 5; NAYS: Don H. Bell, Guy Côté, Charles Hubbard, Yvan Loubier, John McKay, Maria Minna — 6.

 

Pursuant the motion on 48 hour motion notice agreed on Tuesday, October 12, 2004:

 

Monte Solberg moved, — That the committee report to the House seeking instruction to divide Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005, into two bills: Bill C-43A, An Act to provide payments to provinces and territories and an Act to implement the Nova Scotia and Newfoundland and Labrador additional fiscal equalization offset payments and Bill C-43B, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005; that Bill C-43A be composed of Part 24 (Payments to certain provinces and territories) and Part 12 (Nova Scotia and Newfoundland and Labrador additional fiscal equalization offset payments); that Bill C-43B be composed of all remaining Parts of Bill C-43; that the House order the printing of Bills C-43A and C-43B; that the Law Clerk and Parliamentary Counsel be authorized to make such technical changes or corrections as may be necessary to give effect to this motion; that Bill C-43A be reported back to the House immediately; and that the Standing Committee on Finance stop its study of Bill C-43 and Bill C-48 until such time as the House decides the matter of dividing Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Rona Ambrose, Brian Pallister, Charlie Penson, Monte Solberg, Judy Wasylycia-Leis — 5; NAYS: Don H. Bell, Guy Côté, Charles Hubbard, Yvan Loubier, John McKay, Maria Minna — 6.

At 12:03 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Thursday, May 19, 2005, the Committee resumed consideration of Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005.
 

David Stewart-Patterson, Pierre R. Alvarez, Jack Belletrtti, John Williamson and Andrew Jackson made statements and answered questions.

 

Judy Wasylycia-Leis gave a 48 hour notice of the following motion:

That the Standing Committee on Finance report back to the House on Bill C-43 and C-48 by June 10th, 2005.
