The Standing Committee on Finance met at 11:15 a.m. this day, in Room 209 West Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Rona Ambrose, Don H. Bell, Guy Côté, Maria Minna, Massimo Pacetti, Brian Pallister, Charlie Penson, Monte Solberg and Judy Wasylycia-Leis.

 

Acting Members present: Robert Bouchard for Guy Côté and Pierre A. Paquette for Yvan Loubier.

 

In attendance: Library of Parliament: June Dewetering, Principal; Alexandre Laurin, Analyst. House of Commons: Jean-François Lafleur, Legislative Clerk; Joann Garbig, Legislative Clerk.

 

Appearing: Hon. John McKay, Parliamentary Secretary to the Minister of Finance.

Pursuant the motion on 48 hour motion notice agreed on Tuesday, October 12, 2004:
 

Charlie Penson moved, — That, in relation to the motion adopted by this committee on Decenber 1, 2004, the committee instruct the chairman to sign the contracts for the four specialists in budgetary estimates to conduct quaterly updates of the estimate for the fiscal balance, with the assistance of officials in the Department of Finance by the end of the business day today.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The Parliamentary Secretary made a statement and with Brian Ernewein, Geoff Trueman and Len Farber answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 
Pursuant to the Order of Reference of Friday, February 4, 2005, the Committee commenced consideration of Bill C-33, A second Act to implement certain provisions of the budget tabled in Parliament on March 23, 2004.
 

By unanimous consent, Clauses 2 to 65 inclusive carried on division.

 

Schedule 1 carried on division.

 

The Short Title carried.

 

The Title carried.

 
The Bill carried.
