The Standing Committee on Finance met in camera at 9:04 a.m. this day, in Room 371 West Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Rona Ambrose, Don H. Bell, Guy Côté, Charles Hubbard, Yvan Loubier, John McKay, Maria Minna, Massimo Pacetti, Brian Pallister, Charlie Penson, Monte Solberg and Judy Wasylycia-Leis.

 

In attendance: Library of Parliament: June Dewetering, Principal; Alexandre Laurin, Analyst.

 
Pursuant to Standing Order 108(2) , the Committee resumed its study on Duty Remission and The Zero-Rating of Tariffs on Textile Inputs: The Canadian Apparel Industry (Fourth Report, 37th Parliament, 3rd session).
 

It was agreed, — That the evidence and documentation presented to the Standing Committee on Finance during the 3rd Session of the 37th Parliament in relation to its study on DUTY REMISSION AND THE ZERO-RATING TARIFFS ON TEXTILE INPUTS: THE CANADIAN APPAREL INDUSTRY be deemed received by this Committee in this Session.

 

It was agreed, — That the Fourth Report (DUTY REMISSION AND THE ZERO-RATING OF TERIFFS ON TEXTILE INPUTS: THE CANADIAN APPAREL INDUSTRY) of the Standing Committee on Finance in the 3rd session of the 37th Parliament be adopted again as a report of this Committee and that the Chair do present it to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the committee request a global response from the Government.

 
Pursuant to Standing Order 108(2) , the Committee commenced its study on Small Business Tax Measures; Review of Excise Duties and Taxes.
 

It was agreed, — That the evidence and documentation presented to the Standing Committee on Finance during the 3rd Session of the 37th Parliament in relation to its study on SMALL BUSINESS TAX MEASURES be deemed received by this Committee in this session.

On motion of Charlie Penson, it was agreed that the report as amended be adopted and that the Chair table the report to the House.

It was agreed that pursuant Standing Order 109, the Committee request a global response from the Government.

 

The sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Pursuant the motion on 48 hour motion notice agreed on Tuesday, October 12, 2004, Yvan Loubier moved the following motion:

That the Finance Committee mandate four specialists in budgetary estimates, one per political party, to provide quarterly estimates on the federal government’s revenues, expenditures and surpluses and to take a critical look at the figures provided by the Department in these regards, such special group to be accountable only to the Finance Committee and paid by it.

The group would continue its work until such time as the Committee made recommendations, in the context of its Order of Reference arising from the Speech from the Throne, on independent tax advice on the estimates

 

At 9:48 a.m., the Committee adjourned to the call of the Chair.
