The Standing Committee on Access to Information, Privacy and Ethics met in camera at 9:09 a.m. this day, in Room 209 West Block, the Acting Chair, David Tilson, presiding.

 

Members of the Committee present: Navdeep Bains, Marc Boulianne, Ed Broadbent, Ken Epp, Russ Hiebert, Marlene Jennings, Mario Laframboise, Derek Lee, Russ Powers, David Tilson and Paul Zed.

 

Acting Members present: Tom Lukiwski for David Chatters.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 
Pursuant to Standing Order 108(3)(h), the Committee resumed its study of the funding mechanism of the Offices of the Information Commissioner, the Privacy Commissioner and the Ethics Commissioner.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair and the staff of the Committee be authorized to determine the title of the Report.

 

It was agreed, — That the Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
The following motion was agreed to, — The Justice Minister’s Discussion Paper on the reform of the Access to Information Act suggested that the Information Commissioner’s office draft legislation based on their recommendations, for consideration by this Committee.

On April 26, 2005, the Information Commissioner wrote to the Committee offering to undertake this task, however, it was pointed out that the office does not have professional legislative counsel and would need assistance in this regard.

Therefore, the Committee recommends:

That it be requested that the House of Commons' Legislative Counsel Office assign legislative counsel to assist the Information Commissioner’s Office in drafting legislation to be presented to the Committee when the House of Commons resumes sitting in the Fall of 2005.
 

At 10:57 a.m., the Committee adjourned until 9:00 a.m. on Tuesday, May 10, 2005.
