The Standing Committee on Environment and Sustainable Development met in a televised session at 11:11 a.m. this day, in Room 253-D Centre Block, the Chair, Alan Tonks, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Brian Jean, David J. McGuinty, Bob Mills, Yasmin Ratansi, Alan Tonks, Jeff Watson and Bryon Wilfert.

 

Acting Members present: Hon. Larry Bagnell for Hon. Denis Paradis, Peter Goldring for Lee Richardson and Bradley R. Trost for Brian Jean.

 

In attendance: Library of Parliament: Tim Williams, Analyst.

 

Witnesses: University of Guelph: Ross R. McKitrick, Associate Professor, Economics. Simon Fraser University: Mark Jaccard, Professor, School of Resource and Environmental Management. Canadian Climate Impacts and Adaptation Research Network, North Region: John Streicker, Manager; Peter Johnson, Science Advisor.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 23, 2004, the Committee resumed its study on Canada's Implementation of the Kyoto Protocol - Part II - A Lower Carbon Energy Supply.
 

Ross R. McKitrick, Mark Jaccard and John Streicker made statements and, with the other witnesses, answered questions.

 

Bob Mills moved, — That the Environment Committee report to the House and the Finance Committee that we recommend the removal of the CEPA section in Bill C-43, the Budget Implementation Act, 2005.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
