Meeting No. 6

Thursday, November 4, 2004

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:07 a.m. this day, in Room 209 West Block, the Chair, Nancy Karetak-Lindell, presiding.

Members of the Committee present: Hon. Sue Barnes, André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Gary Lunn, Pat Martin, Jim Prentice, David Smith, Lloyd St. Amand and Roger Valley.

In attendance: Library of Parliament: Mary Hurley, Analyst.

Witnesses: National Metis Veterans Association: Edgar Borchert, President. Department of Indian Affairs and Northern Development : Lila Duffy, Acting Director, Women's Issues and Gender Equality Directorate; Sandra Ginnish, Director General, Treaties, Research, International and Gender Equality Branch. Department of Veterans Affairs: Bryson Guptill, Director, Program & Service Redesign Modernization Task Force, Veterans Services Branch. Department of Indian Affairs and Northern Development : Allan MacDonald, Director, Office of the Federal Interlocutor for Métis and Non Status Indians. Department of Veterans Affairs: Sandra Williamson, Acting Director, Program Policy Directorate, Veterans Services Branch. Métis National Council: David Chartrand, Manitoba Metis Federation.

Pursuant to Standing Order 108(2) the Committee commenced its study of the parity between compensation received by First Nations veterans and other veterans

By unanimous consent, it was agreed, — That, for the purpose of its study on the parity between compensation received by First Nations veterans and other veterans, written briefs would be considered as testimonies by the Committee.

The witnesses made statements and answered questions.

By unanimous consent, Jim Prentice moved, — That, on behalf of the Committee, we would like to thank all veterans, including aboriginal Canadians, including members of First nations, Inuit communities, Métis Canadians, for their record of military service to Canada. The Committee acknowledges the testimony that we have heard regarding discrepancies, in terms of how aboriginal Canadians were treated upon their return from their years of service. The Committee asks the Government to pursue that matter and this Committee will, in the future, pursue that matter.

Debate arose thereon.

At 11:05 a.m., the Committee adjourned to the call of the Chair.
