The House resumed consideration of the motion of Mr. Cotler (Minister of Justice) , seconded by Mr. Bagnell (Parliamentary Secretary to the Minister of Indian Affairs and Northern Development) , — That Bill C-10, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act, be now read a third time and do pass.

The debate continued.

Mr. Breitkreuz (Yorkton—Melville) , seconded by Mr. Mills (Red Deer) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“Bill C-10, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act, be not now read a third time but that it be read a third time this day six months hence.”.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Cotler (Minister of Justice) , seconded by Mr. Bélanger (Deputy Leader of the Government in the House of Commons) , Bill C-22, An Act to amend the Criminal Code (cruelty to animals), was introduced, read the first time and ordered to be printed.

Pursuant to Order made Tuesday, February 10, 2004, the Bill (previously Bill C-10B, 2nd Session, 37th Parliament) was deemed read the second time and referred to a committee, considered in committee and reported, concurred in at report stage and read the third time and passed.

Presenting Reports from Committees

Mr. Adams (Peterborough) , from the Standing Committee on Procedure and House Affairs, presented the Eighth Report of the Committee (immunity of Members from being compelled to attend court). — Sessional Paper No. 8510-373-09.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 5 and 6) was tabled.

By unanimous consent, it was ordered, — That, on Wednesday, March 10, 2004, immediately after “Notices of Motions for the Production of Papers”, the House shall proceed immediately to the taking of any recorded divisions that stand deferred to any time on that day, following which, the House shall proceed to the consideration of Private Members' Business, following which the House shall proceed to a take-note debate pursuant to Standing Order 53.1 on the situation in Haiti, provided that, notwithstanding the provisions of section (3)(d) of the said Standing Order, the said debate may be continued for no more than six hours.
