The Subcommittee on the Protection of Witnesses and Testimony of the Standing Committee on Public Accounts met in camera at 1:08 p.m. this day, in Room 253-D Centre Block, the Chair, John Williams, presiding.

 

Members of the Subcommittee present: Odina Desrochers, Marlene Jennings and John Williams.

 

Acting Members present: Joe Comartin for Judy Wasylycia-Leis and Paul Forseth for John Williams.

 

In attendance: Library of Parliament: Jean Dupuis, Analyst; Brian O'Neal, Analyst. House of Commons: Jeremy LeBlanc, Committee Clerk; Rob Walsh, Law Clerk and Parliamentary Counsel.

 
Pursuant to the motion adopted by the Standing Committee on Public Accounts on February 17, 2004, the Subcommittee resumed its consideration of matters relating to witnesses respecting the Committee study on Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada.
 

The Subcommittee discussed matters relating to access to the transcripts of in camera meetings held during a previous session.

 

The Subcommittee agreed to make the following recommendations:

1. That the Report to the House recommended by the Subcommittee in its First Report to the Committee include a recommendation that a mediation process be established involving the Public Service Commission and the Public Service Integrity Officer to resolve matters relating to employees who suffered any loss as a consequence of having reported wrongdoing with regard to the sponsorship program. Instances that are judged to have merit should be reported to the House.

2. That Law Clerk draft a letter to be given to witnesses who appear before the Committee advising them of the Committee’s Report to the House respecting the protection of witnesses.

3. That, if requested, reasonable travel, accommodation and living expenses, as well as reasonable childcare expenses, be reimbursed to witnesses who appear before the Subcommittee, and that these expenses be charged to the budget of the Committee.

 

It was agreed, - That the Hon. Lucienne Robillard be tentatively scheduled to appear before the Committee at the meeting of March 11, 2004.

 

It was agreed, - That Notices and Minutes of Subcommittee meetings with potential witnesses not be published.

 

At 2:05 p.m., the Subcommittee adjourned to the call of the Chair.
