The Standing Committee on Public Accounts met in a televised session at 3:38 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Hon. Walt Lastewka, Hon. Shawn Murphy, Beth Phinney, Alan Tonks, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Philip Mayfield, Peter Adams for Marlene Jennings, Leon Benoit for Peter Goldring, Michel Guimond for Roger Gaudet, Christian Jobin for Dennis Mills, Jason Kenney for Val Meredith, Peter MacKay for Paul Forseth, Paul Harold Macklin for Hon. Robert Thibault, Pat Martin for Judy Wasylycia-Leis and Marcel Proulx for Dominic LeBlanc.

Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 

The Committee resumed consideration of the motion of Shawn Murphy, — That this Committee spend the allotted time on Tuesday afternoon, Wednesday afternoon and Thursday of next week to meet in camera and discuss the issues with the Research staff, KPMG and the Law Clerk; synthesize the evidence and attempt to prepare and table an interim report on the evidence adduced to date, and any conclusions that can be drawn from such evidences and that the Research staff be prepared to speak to this issue on Tuesday afternoon.

 

Michel Guimond moved, — That the motion be amended by adding after the words “drawn from such evidences” the following: “and that the Committee not table a report before hearing from the following witnesses: Jean Chrétien, Paul Martin, Warren Kinsella and Jean Carle, so that their evidence can be included in the report” and that the words “and table” be deleted.

 

After debate, the question was put on the amendment of Michel Guimond and it was negatived on the following recorded division: YEAS: Diane Ablonczy, Leon Benoit, Odina Desrochers, Michel Guimond, Jason Kenney, Peter MacKay, Pat Martin — 7; NAYS: Marlene Jennings, Christian Jobin, Joe Jordan, Walt Lastewka, Paul Harold Macklin, Shawn Murphy, Beth Phinney, Marcel Proulx, Alan Tonks — 9.

 

At 4:13 p.m., the sitting was suspended.

At 4:25 p.m., the sitting resumed.

 

Walt Lastewka moved, — That the motion be amended by:

a) deleting the words “and attempt to prepare and table an interim report on the evidence”;

b) deleting the words “any conclusions that can be drawn from such evidences”;

c) adding after the words “drawn from such evidences” the following: “and that the working document be made public”.

 

After debate, the question was put on the amendment of Walt Lastewka and it was negatived on the following recorded division: YEAS: Christian Jobin, Joe Jordan, Walt Lastewka, Paul Harold Macklin, Beth Phinney, Alan Tonks — 6; NAYS: Diane Ablonczy, Leon Benoit, Odina Desrochers, Michel Guimond, Marlene Jennings, Jason Kenney, Peter MacKay, Pat Martin, Shawn Murphy — 9.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Marlene Jennings, Christian Jobin, Joe Jordan, Walt Lastewka, Paul Harold Macklin, Shawn Murphy, Beth Phinney, Alan Tonks — 8; NAYS: Diane Ablonczy, Leon Benoit, Odina Desrochers, Michel Guimond, Jason Kenney, Peter MacKay, Pat Martin — 7.
