The Standing Committee on Public Accounts met in a televised session at 3:45 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Odina Desrochers, Marlene Jennings, Hon. Joe Jordan, Hon. Walt Lastewka, Dennis Mills, Hon. Shawn Murphy, Beth Phinney, Hon. Robert Thibault, Judy Wasylycia-Leis and John Williams.

 

Acting Members present: Diane Ablonczy for Philip Mayfield, Gérard Binet for Marlene Jennings, Jason Kenney for Paul Forseth, Gary Lunn for Val Meredith, Peter MacKay for Peter Goldring and Andy Savoy for Dominic LeBlanc.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst. House of Commons: Gregory Tardi, Senior Legal Counsel; Rob Walsh, Law Clerk and Parliamentary Counsel.

 

Witnesses: As an Individual: Guy McKenzie.

 

Other Participants present: KPMG: Greg McEvoy, Forensic Auditor.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 3, the Sponsorship Program, Chapter 4, Advertising Activities and Chapter 5, Management of Public Opinion Research of the November 2003 Report of the Auditor General of Canada referred to the Committee on February 10, 2004.
 

Pursuant to the motion adopted on April 14, 2004, the witness was sworn in.

 

Guy McKenzie made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Rob Walsh made a statement and answered questions.

 

By unanimous consent, Jason Kenney moved, — That Alain Richard be invited to appear before the Committee in relation to its study of Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General of Canada.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 3.

 

It was agreed, — That Public Works and Government Services Canada provide integral copies of the administrative reports prepared by Kroll Lindquist Avey to the Committee and that the Committee make the report public.

 

At 5:58 p.m., the Committee adjourned to the call of the Chair.
